Proposals seeking full detailed planning permission for the redevelopment of the Ley Street Car Park, Ilford, in the London Borough of Redbridge, which will be determining the scheme. The scheme has been prepared on behalf of IG1 Real Estate (the applicant).
The Site is currently vacant and formerly accommodated a five-storey multistorey car park. The proposal seeks to redevelop the Site to bring forward much-needed affordable housing, co-living accommodation, and purpose-built student accommodation alongside children’s play space and public realm improvement works.
The Site is approximately 0.65ha in area and is located on the corner of Ley Street and Griggs Approach, approximately 500m to the northeast of Ilford Station, which is served by the Elizabeth Line.
The Site lies at the northeastern edge of Ilford Town Centre. The Site is bound to the east by Griggs Approach, to the south by the railway line, to the west by a bus depot and residential flats and to the north by Ley Street.

Construction of three new buildings of part 5, part 6, 26, and 29 storeys in height, commercial, residential dwellings, purpose-built student accommodation, and co-living accommodation, as well as the construction of a new bus drivers’ facility building, associated parking, landscaping, and public realm works.
The Site is currently vacant land characterised by a large area of hardstanding, enclosed by hoarding. The Site previously accommodated a five-storey multi-storey car park, which has recently been demolished. A pedestrian bridge over the railway line connected the car park to land south of the railway line, which is not within the Applicant’s ownership.
The Site has a Public Transit Access Level rating of 6a, which demonstrates excellent public transport connectivity. Ilford Station is a 10-minute walk from the site and there are multiple bus stops within easy
reach along Ley Street and High Road
The Site forms part of the Opportunity Site no.5, which includes the existing bus depot in the Redbridge Local Plan and is allocated for 182 new homes and a primary school (however, LBR has confirmed that the delivery of the primary school is no longer required). The allocation requires development proposals to consider the need to provide facilities for infrastructure to support the bus network.
The Site is also located within a Tall Building Zone with several tall buildings in the immediate context of the Site. The building heights in the surrounding area vary.
The three residential buildings proposed on the site will comprise residential dwellings (47 units), Co-living accommodation (407 studios), purpose-built student accommodation (498 beds), and commercial floor space.
