Proposals seeking permission on behalf of applicant Hendon Goods Yard Village Ltd (HGY) have been submitted to the London Borough of Barnet (the council). The applicant has appointed architects Arney Fender Katsalidis (AFK) to produce design, access, and landscaping proposals for this confined site.

The development site is situated adjacent to Hendon Network Rail Station between the Railway Tracks and the M1 Motorway. The site has an area of approximately 1.72 Hectares. It is approximately 895 metres long from North (Colindeep Lane) to South (Station Road).

The site varies in width from 13 – 26 metres. Hendon Station (Network Rail is located at the Southern Entrance to the site.

Before the current site was used as an industrial unit, the site formed part of the Hendon station (now Network Rail) sidings and marshalling yard. In May 2003, the determining planning authority granted permission for its use as a car workshop, body shop and ancillary office facilities with associated vehicle storage. It was believed to have been constructed in 2004 and operated up until 2022.

Overall, the application seeks the demolition of all existing buildings on site, to be replaced by a new podium building with six tower blocks, ranging from 19 and 23 floors for the blocks designated as affordable housing, through to 25 and 29 floors for homes at market-set prices.

Overall, across the proposed six towers, 120 units for affordable rent, 62 units for shared ownership, 186 for open market sale, 246 rooms for purpose-built student accommodation, as well as a 243-room key hotel, would be contained within the proposed new cluster. This overall amounts to 55% housing as measured by the number of habitable rooms, with 50% of the proposed student rooms being let at less than market rents.

The applicant justifies the positioning of a series of taller buildings due to their proximity to Hendon railway station, which is served by Thameslink services. Subject to additional funding and granting of permissions, it would be served by the proposed West London Orbital (WLO).

The proposals for the West London Orbital (WLO) aim to link Hendon/Brent Cross/Cricklewood/West Hampstead in northwest London to Hounslow in west London. The fully accessible London Overground line would provide 10
new, unique interchanges with new and existing rail and underground links throughout West London.

Within the draft Section 106 proposal, the applicant proposes the re-provision of 43 Car Spaces for use by Network Rail Passengers (including EV Charging), the provision of “step-free” access at Hendon Station for works to be
Agreed with Network Rail in a separate planning application as well as the provision of access through the site joining Crossways and Endersleigh Gardens.

This is supplemented by a potential CIL payment of around £25 million based on the existing rates.

Elsewhere nearby, the same determining planning authority has consented to considerable development along the Edgware Road / A5 through the redevelopment of social housing estates and large suburban-style retail stores, as well as throughout neighbouring Colindale to the north of the application site.
